All vessels arriving in the oil basin will be met by a port representative who will provide the required safety information and exchange the necessary documents.

Masters and ships’ officers are to ensure that the following tasks are completed and checked before discharge/ loading can commence.

Cargo Operations Checklist:

  • Deck scuppers must be plugged and cemented, except in the case of LPG vessels undergoing cargo operations.
  • Blanks are to be secured on all deck valves not in use.
  • Fire hoses, both fore and aft of the manifold area are to be connected and ready for use.
  • Gauze tops are to be fitted to all ullage openings.
  • Before the sea valve is opened, even when fitted with non-return valves, pumping must take place to create a partial vacuum.
  • Tank lids are not to be opened without the permission of a port officer.
  • Steel doors to accommodation and portholes must be shut during loading or discharging.
  • No spillage or leakage of petroleum or oil must be allowed into the Dock. If any spillage does occur the VTS Centre must be notified immediately.
  • A red flag by day and a red light by night must be displayed as required by the DSHA Regulations.
  • A responsible person must attend the deck at all times during loading or discharging.

An information pack is given to vessels visiting the Oil Basin for the first time. It sets out the requirements of the masters and crew, the Emergency Procedures and the specifics of the Oil Basin Safety Card.
